Few years ago, the handwriting recognition field have been challenge topics of research orientations. In this area, the on-line and the off-line handwritten script are considered. On-line handwriting arises as a mono-dimensional signal in the form of succession oints whose position is function of time. Dynamic information such as the temporal order of the points as well as the velocity of the pen can be used by the recognition system. For that, the performance of on-line systems is more encouraging than the off-line one. This interpretation encourages us to develop an approach of temporal order restoration of the off-line handwriting. This representation of the off-line handwriting enables us to unify on-line and off-line modelling. After the pre-processing steps of the word image, a suitable algorithm makes it possible to segment its skeleton in three types of strokes. after that, we developed a genetic algorithm GA in order to optimize the best trajectory of these segments. The repetition of a segment will be studied in a secondary algorithm so that we do not disturb the GA operations. The techniquesused in GA are the selection, crossover and the mutation. The fitness function value depends on right-left direction (direction of the Arabic writing), the segments repetition and angular deviation on the crossing of occlusion stroke. To validate our approach, we tested it on the On/Off-line LMCA dual Arabic handwriting, the Latin IRONOFF and the off-line IfN/ENIT datasets.

Competition in the media and communication sector is increasing. MSOs have to align their business models with new emerging require¬ments on a permanent basis. Although requirements vary in different national markets in Europe and worldwide, the cost per transmitted bit is an important factor for staying competitive. Thus one of the key requirements for modern communication technologies defined by European MSOs is to increase the spectral efficiency of downstream transmissions by moving the efficiency close to the physical limit defined by Shannon.
The second generation of the DVB system for cable – called DVB-C2 – is an innovative approach making use of state of the art communication technologies which have never been imple¬mented in broadband cable networks before. An OFDM (Orthogonal Frequency Division Multiplex) based modulation scheme in combination with a two-dimensional interleaving (in both frequency and time) and an LDPC (Low Parity Density Code) error protection mechanism provide a spectral efficiency fractions of a dB below Shannon. Will there ever be any reason to develop a new PHY for cable after DVB-C2 is widely implemented?

Deliverable 2.5 EU-Projekt SOCRATES (FP7-2007-INFSO-ICT-216284)
The SOCRATES (Self-Optimisation and self-ConfiguRATion in wirelEss networkS) project is developing self-organisation methods for LTE radio networks. Self-organisation is expected to substantially reduce the necessary human intervention in network operations with the effect of a significant reduction in operational expenditure (OPEX) and an improvement in service quality. Selforganisation comprises self-configuration, self-optimisation, and self-healing.
This document contains updates to the previous SOCRATES WP2 deliverables D2.1, D2.2, D2.3 and D2.4. In the SOCRATES deliverable D2.1 twenty-four use cases for self-organisation are described.
In D2.2 the requirements put on solutions for self-organisation are analysed in detail, and in D2.3 criteria, methodologies and scenarios to assess the solutions for self-organisation are described. In deliverable D2.4 the framework for the future work in the project is defined. The framework provides the underlying structure that the remainder of the project will be based on.
The updates in this document, D2.5, reflect new insights and the progress in the overall project. The work on development of solutions for self-optimisation (in WP3), and self-configuration and self-healing (in WP4) has enabled a better definition of the use cases and framework in WP2. In return, the updates in this document serve as a reference for further work in WP3 and WP4.
There are numerous updates in this document, and a brief overview of them will now be given. One new use case is added, and two updates of use cases from D2.1 are included. The assessment criteria section has been updated. Metrics, such as capacity, coverage and convergence have been described in more detail. The evaluation methodology section considers various challenges related to simulating SON systems. The challenges particularly relate to the scalability of the simulations, and dealing with different timescales. More detailed reference scenarios are also included, based on a real cellular network.
The network architecture for supporting SON is also described in more detail, with a description of the various levels in an O&M system. Finally, there are some minor updates to the ‘Dependencies and interactions between use cases’ section from deliverable D2.4. There will be another WP2 update in December 2010, in the form of deliverable D2.6, which will consist of a second review of the use cases and framework.

Due to limitations of the acoustic bandwidth, historic and telephone recordings suffer from poor speech quality and intelligibility. Nevertheless they are widely found in radio, television, internet, as well as in storage media in the context of newscast reports, documentations, or large databases with archived speech material. Spectral restoration of such narrowband speech recordings improves the auditory impression, as well as intelligibility. As the recordings are available offline, phonetic transcriptions already exist, or can be extracted from the speech data manually or automatically, and support the spectral restoration process. Hence, subjective quality and intelligibility much closer to wideband speech can be expected. In this paper, an artificial bandwidth extension (ABWE) is presented to spectrally restore 8 kHz sampled speech signals by upsampling to 16 kHz and estimating further frequency regions of interest. It makes use of phonetic transcriptions in order to improve the partially insufficient ABWE performance on critical phonemes, i.e., mainly fricatives /s/, /z/, and /f/. We found the spectrally restored speech significantly enhanced, particularly the typical lisping effect disappeared in many instances.

Ultra-wideband (UWB) systems become attractive for the automotive environment enabling very high data rates of up to 1.32 Gbps. In this paper, a comparison of ultra-wideband (UWB) channels inside three different car types is carried out. For this study, measurements with a vector network analyzer (VNA) in the frequency band of 3-8 GHz have been conducted and the fundamental features of the in-car UWB channels in terms of large and small-scale parameters are shown. The results are presented for empty and occupied cars as well as for different transmitting antenna positions.

Dieser Beitrag beschreibt einen Lösungsansatz zur Integration von portablen Geräten, sogenannten Handhelds, in Fahr-zeuge mittels IP-basierter Kommunikation in drahtlosen oder drahtgebundenen Netzwerken. Mit dem Ziel, die Integrati-on dieser Geräte auch zu einer Integration der genutzten Dienste zu erweitern, wird ein Verfahren zur Fusion von Diens-ten gleichen Typs aus unterschiedlichen Quellen vorgestellt. Durch die Kombination von Diensten aus verschiedenen Quellen zu einem gemeinsamen Dienst können Design und Bedienung einheitlich gestaltet werden.

Recent trends in mobile networking show a large-scale emergence of multimode mobile terminals, with the capability to simultaneously connect to different wireless communication systems. The network operators are also following the same direction by deploying an increasingly diversified portfolio of wireless communication systems, all this in order to extend the coverage and the capacity of their networks. One of the biggest challenges both operators and device manufacturers face in such a heterogeneous wireless environment, is how to support the seamless roaming of terminals between different communication systems. Different bodies and organizations have already taken steps towards developing new standards to facilitate inter-system handover mechanisms supporting standards like UMTS, WLAN, WiMAX and DVB-H. In this paper we present such a concept developed by the 802.21 working group of the IEEE. Based on simulations we developed in Network Simulator 2 (NS-2), we follow the distinct handover steps and make a set of baseline measurements of parameters like handover latency and packet-loss ratio.

Die Spezifikation der zweiten Generation des Übertragungsstandards für digitales Kabelfernsehen (DVB-C2) befindet sich derzeit in der Endphase der Entwicklung. Als Bestandteil der Standardfamilie DVB-x2 ("Family of Standards") - zu der auch das digitale Satellitenfernsehen DVB-S2 und das digitale terrestrische Fernsehen DVB-T2 gehören - übernimmt DVB-C2 technologische Aspekte dieser Standards, die durch neue Algorithmen ergänzt werden. Zur ersten Gruppe gehören beispielsweise die Verwendung von OFDM (Orthogonal Frequency Division Multiplex) auf der Bitübertragungsschicht, welches unter anderem bereits bei DVB-T und DVB-T2 eingesetzt wird, und der von DVB-S2 bekannte Vorwärtsfehlerschutz LDPC (Low Density Parity Check) Code sowie die dienstspezifische Wahl von Modula-tions- und Fehlerschutzparametern durch die sogenannten Physical Layer Pipes (PLP). Hinzugekommen sind eine effizientere Nutzung des Kanalrasters durch Zusammenführung mehrerer Kanäle, die Möglichkeit zur partiellen Adaption der Signalleistung in störgefährdeten Frequenzbereichen sowie eine vereinfachte Signalisierung innerhalb des Systems.

Accompanied by the continuous progression of the maturity of car-to-x communication protocols and corresponding system architectures, the need for integrated network simulation approaches which consider realistic channel modeling on the one hand and appropriate mobility models on the other hand becomes more and more observable. Moreover, in order to analyze the impacts that car-to-x applications have on the behavior of the vehicles, an interconnection of different simulation tools is needed. In this paper, a concept for the interconnection of network, channel and road traffic simulations is presented. This concept relies on a network simulation based on the open source simulator OMNeT++ and the INET Framework, which utilizes a coupling to the well known road traffic simulator SUMO. In order to characterize the radio channel, an interconnection between OMNeT++ and a ray-optical propagation model is being established.

L'extraction de la ligne de base donne une idée sur la position, la
longueur et l'inclinaison d'un mot, d'une ligne de texte ou d'un
bloc de texte dans l'image d'un document. Il peut jouer un rôle
important dans les étapes de prétraitement, de normalisation,
d'extraction des caractéristiques et de reconnaissance de
l'écriture. L'objectif de cet article est de proposer une
amélioration des méthodes d'extraction de la ligne de base d'un mot
manuscrit arabe afin de pouvoir choisir celle la plus stable. Nous
commençons cet article par une présentation des types et modèles
décrivant les lignes de base ainsi que les méthodes d'extraction les
plus utilisées en écriture arabe. Nous proposons ensuite, deux
méthodes qui hybrident la projection et l'analyse des points du
contour avec les positions des caractéristiques structurelles afin
d´améliorer la ligne de base. Une étude comparative entre quatre
méthodes célèbres et les deux méthodes hybrides proposées est enfin
effectuée. Cette comparaison a porté sur la position de la ligne de
base. Les six méthodes présentées sont développés et évaluées sur la
base de données IFN/ENIT.

In this paper, we present a comparison between two different
combination schemes for the improvement of the performance of Arabic
handwriting recognition systems. Several recognition systems (here
considered as black box systems) are used from the participating
systems of the Arabic handwriting recognition competition at ICDAR
2007. The outputs of these systems provide the input of our
combination schemes. The first combination schemes are based on
fixed fusion using logical rules, while the second one are based on
trainable rules. After the normalization step of the recognition
confidences and the combination of the outputs, the improvement is
evaluated in term of recognition rates of a multi-classifier system
with or without reject. The participating systems use the sets a to
e of the IfN/ENIT database for training, and we use the set f for
tests. Applying the combination rules, the results show a high
recognition rate of about 95% without reject, which corresponds
to an improvement of recognition rates between 8% and 15%
compared to results at the ICDAR 2007 competition.

Dans ce papier nous présentons une méthode hybride
d'extraction automatique des composantes manuscrites à partir de documents
arabes. Cette méthode est basée sur la combinaison entre la Transformée de
Hough (TH) et la Morphologie Mathématique (MM). L'évaluation est
effectuée sur la base de données des chèques bancaires arabes
« CENPARMI ». Afin d'extraire ensuite classifier les composantes
manuscrites en trois catégories : montant numérique, montant littéral et date,
nous présentons un concept pour une évaluation automatique des résultats,
basé sur des outils d'étiquitage pour les deux méthodes MM et TH ainsi que
leur combinaison. La méthode proposée présente un taux de classification des
zones manuscrites de 96.57 %.
